Just a random idea it may not work with using Girls with gangs to make advantages but here's an interesting idea.
 
What if you also added different classes of gangs to the group.
 
Like Accoutants for money laundering and getting mondy by means that doesn't require bruit force.
 
Arsonists that would be great for wreaking havoc.
 
Stupid henchmen,  Basically low stats but with a twist their gang numbers are much larger than any of the other gangs and can recover their numbers faster than other gangs.  To compasate for their normal large casualty rates.  Like the Monarc's henchmen in the Venture Brothers.  I mean you must get a 4 for one deal with that kind of competancy.
 
Ya why not have different gang numbers vary depending on classes and types.  From general and low priced guy's having more numbers but higher priced ones with more skill and some subtle abilites in the higher numbers.

in the interest of game play and availability you should perhaps aim for Specialist vs. Grunt, where Specialists are capable of a single or few jobs whereas the Grunt can practically manage all but are basic/low trained in all. That would set a max skill range they can handle untill/unless they specialize. also the specialization would be limited in amount meaning you would not be able to make a Grunt Specialize in more than two or three ares at most. Anything else would consume their time and they would get tempting offers from competing gangs all the time thus making their services too expensive. Always go for the devise WYSIWYG. and if you want a combat babe with the skill "looking good at all times" you have to pay excessive amounts of money to keep her.
 
just my thoughts along that line :)
 
The line between lunacy and genious is very thin.
So far i haven't been able to find it.

i wud agree on specailist and grunt's if u add all kind od gangs type's ur gone end up having the max amount before having the one's u actualy be using wel thats wat i think
