What if you also added different classes of gangs to the group.
Like Accoutants for money laundering and getting mondy by means that doesn't require bruit force.

Stupid henchmen, Basically low stats but with a twist their gang numbers are much larger than any of the other gangs and can recover their numbers faster than other gangs. To compasate for their normal large casualty rates. Like the Monarc's henchmen in the Venture Brothers. I mean you must get a 4 for one deal with that kind of competancy.
Ya why not have different gang numbers vary depending on classes and types. From general and low priced guy's having more numbers but higher priced ones with more skill and some subtle abilites in the higher numbers.
