Interesting symptom of a society that excels at ignoring things it doesn't like instead of dealing with them.

It's why Chikan became such a gigantic problem in Japan a few years back. They didn't do anything about it until everyone in the world knew that there where molesters on trains in Tokyo. Then, they couldn't ignore it anymore.
