Well i see no problem with implementing this, i like the idea and we could certainly use it to add more interaction with the city officials and to act as a reward for balancing being a nice player vs an evil player. It would kind of add more simulation to the game as players who perform evil deeds would get less influence and have to bribe (buy points) to remove some of the heat from the city guards. Players who are not doing anything wrong and being nice would naturally have more points from their good deeds and attract less heat from the city officials.
