gang bug in 1.30 beta

at first forgive me for my english, but its not my mothertongue

so lets talk about the bug

i made a new game, was hireing one gang after another, and let them train  ::) , after all gangs got 100% in the three gang skills or call it abilities, i started a new game, here is the bug, but i call it the lovely surprise  :D , i didn't have to hire a gang, because the gangs from the game before joined my new game, too  ??? , so i'm not alone and they all got their 3 100% attributes.

i think its a useful funny bug, if u want to have strong gangs at the beginning  ;D

I tried this out, and found out that I kept the territories that I had in the last game.

That issue was related and taken care of in the fix I uploaded to SVN above.
