Title: Is there any way to turn off random girls

I remember if you had no random girls you would get no random girls but it seems more recent version force you to at least have defaults.
Is there a way to turn this off.

Usually, unique slaves show up first if I remember correctly... and when they stop showing up, then its just randoms until you get one of the uniques killed.  (At this point, stop doing actions that would acquire random girl, just let them randoms rot in jail, or don't let your girls get pregnant.)

In config.xml set <SlaveMarket UniqueMarket="100" /> and you should only get unique girls until they run out.
There is no way to completely turn off random girls.
