Slave Band

I don't know if this is just me or whatever, but when I try to equip  any of my slave with the slave band, it simply has no effect whatsoever.  Is there something I am not doing right or is the item just broken?

I haven't really noticed the controlled status doing anything either

I was under the impression that the controlled status changed the lower limit on rebellion from -40 to -70, but I suppose it might have been something else that was having the effect.
